Is it generally safe to wear a condom that is too small?

I ask because i wear a magnum and i mistakenly bought a different size. I'm not really into wasting things and i assume that since these things are supposed to be durable it'll just be a tight fit. I'm not 100% on this so is it generally safe to wear a condom that is too small?
