Battlefield BC2: Sniping? ?

No matter what rifle I am using, with or without magnum ammo I can still never seem to get one-shot kills, even when I have watched the round enter the targets head or centre mass... but everyone seems to be able to get one shot kills on me, am I doing something wrong or are the sniper rifles on this game seriously underpowered?
